In Hindi with English subtitles, Pema's Balloons: A Ray of Hope was filmed in Himachal Pradesh, North India and includes scenes from Tibetan Children's Village Upper School, Norbulinkga Institute, and Gyuto Tantric College.
His Eminence Kyabje Ling Rinpoche features prominently in the film.

Synopsis of the film prepared by VIP Productions:
"Freedom is an authentic job to work on. Tibetan community has been fighting for its freedom from the last almost 60 years. This story ensures an emotional connection of the public with the freedom of Tibet. H.E. 7th Yongzin Ling Rinpoche gave preference to work on this short film because of the concept and the story.
"There are barely any people other than Tibetans who believe in supporting the Freedom of Tibet.
"Pema's happy life is incomplete without her father. When an Indian mother adopted her from Tibetan Children Village and takes over her authority, being her mother. She tries to escape all the questions of Pema, about her father. Pema, a smart enough child, finds a way to contact her father through letters. Moreover all her questions get answered at once."
